市場(chǎng)監(jiān)管總局近日出臺(tái)支持福建建設(shè)兩岸融合發(fā)展示范區(qū)標(biāo)準(zhǔn)計(jì)量認(rèn)證認(rèn)可七條政策措施，聚焦標(biāo)準(zhǔn)、計(jì)量、認(rèn)證認(rèn)可領(lǐng)域，促進(jìn)規(guī)則、規(guī)制、管理、標(biāo)準(zhǔn)共通，助力兩岸融合發(fā)展。

The State Administration for Market Regulation recently introduced seven policy measures to support the construction of a demonstration zone for cross-strait integration and development in Fujian, focusing on the fields of standards, measurement, and certification, promoting the common use of rules, regulations, management, and standards, and supporting the development of cross-strait integration.

在進(jìn)一步推動(dòng)兩岸標(biāo)準(zhǔn)共通方面，支持福建建設(shè)兩岸標(biāo)準(zhǔn)共通服務(wù)平臺(tái)，為臺(tái)資企業(yè)開(kāi)展標(biāo)準(zhǔn)化輔導(dǎo)，鼓勵(lì)兩岸產(chǎn)學(xué)研企共同制定兩岸共通標(biāo)準(zhǔn)，大力培養(yǎng)兩岸標(biāo)準(zhǔn)共通專(zhuān)業(yè)技術(shù)人才，支持臺(tái)灣地區(qū)標(biāo)準(zhǔn)化專(zhuān)家參加有關(guān)技術(shù)工作組。在加強(qiáng)兩岸碳計(jì)量技術(shù)交流與合作方面，發(fā)揮國(guó)家碳計(jì)量中心（福建）作用，開(kāi)放共享碳計(jì)量資源，共同應(yīng)對(duì)國(guó)際碳關(guān)稅政策壁壘。在提升認(rèn)證認(rèn)可能力服務(wù)兩岸經(jīng)貿(mào)融合發(fā)展方面，鼓勵(lì)和支持兩岸在福建共同成立合格評(píng)定機(jī)構(gòu)，逐步推進(jìn)兩岸互認(rèn)進(jìn)程，采信臺(tái)灣認(rèn)證機(jī)構(gòu)有關(guān)認(rèn)證結(jié)果。支持平潭綜合實(shí)驗(yàn)區(qū)擴(kuò)大對(duì)臺(tái)灣方面認(rèn)證結(jié)果的采信試點(diǎn)。在促進(jìn)閩臺(tái)經(jīng)貿(mào)深度融合方面，探索創(chuàng)新兩岸標(biāo)準(zhǔn)、計(jì)量、認(rèn)證認(rèn)可等領(lǐng)域的交流合作模式，在福建定期開(kāi)展合作活動(dòng)，不斷豐富合作內(nèi)容。

In further promoting the common standards between the two sides of the Taiwan Strait, we support Fujian in building a service platform for common standards between the two sides of the Taiwan Strait, provide standardization guidance for Taiwan funded enterprises, encourage industry, academia, research and enterprises on both sides of the Taiwan Strait to jointly develop common standards between the two sides of the Taiwan Strait, vigorously cultivate professional and technical talents for common standards between the two sides of the Taiwan Strait, and support standardization experts in Taiwan to participate in relevant technical working groups. In strengthening the exchange and cooperation of carbon measurement technologies between the two sides of the Taiwan Strait, we will leverage the role of the National Carbon Measurement Center (Fujian), open up and share carbon measurement resources, and jointly address international carbon tariff policy barriers. In terms of enhancing certification and accreditation capabilities to serve the development of cross-strait economic and trade integration, we encourage and support the joint establishment of qualified assessment institutions in Fujian, gradually promote the mutual recognition process between the two sides, and trust the certification results of Taiwan's certification institutions. Support the Pingtan Comprehensive Experimental Zone to expand the pilot program for accepting certification results from Taiwan. In promoting the deep integration of economic and trade between Fujian and Taiwan, we will explore and innovate exchange and cooperation models in the fields of cross-strait standards, metrology, certification and accreditation, and regularly carry out cooperation activities in Fujian to continuously enrich cooperation content.

七條措施的出臺(tái)，契合兩岸融合發(fā)展的現(xiàn)實(shí)需要，促進(jìn)標(biāo)準(zhǔn)規(guī)則等共通，將讓越來(lái)越多的兩岸同胞使用同一份技術(shù)標(biāo)準(zhǔn)，落實(shí)同一套管理規(guī)范，不斷密切經(jīng)貿(mào)融合，增進(jìn)兩岸同胞福祉。

The introduction of the seven measures is in line with the practical needs of cross-strait integration and development, promoting the common use of standards and rules, and will enable more and more compatriots on both sides of the Taiwan Strait to use the same technical standards, implement the same set of management norms, continuously strengthen economic and trade integration, and enhance the well-being of compatriots on both sides of the Taiwan Strait.
